NOTICE OF AIR QUALITY PERMIT APPLICATION Williams Four Corners LLC announces its intent to apply to the New Mexico Environment Department (NMED for a modification to airquality Permit No. 1527-M4-R8 for its natural gas pipeline compressor station known as the Trunk L Compressor Station. The expected date of application submittal to the Air Quality Bureau is on or near September 18, 2017, This notice is a requirement according to New Mexico air quality regulations. The exact location of the Trunk L Compressor Station is latitude 36 38 36 and longitude-107 21 20 in Rio Arriba County, New Mexico, approximately 4.25 miles south-southeast of the junction of U.S. Hwy 64 and NM 527 The facility permit currently includes fourteen compressor engines; seven triethylene glycol dehydrators; four dehydrator emissions control flares; four condensate storage tanks; volatile organic compounds (VOC) emissions from startups, shutdowns and routine maintenance activities ("SSM"); fugitive emissions of voc: malfunction emissions of VOC and unregulated and/or exempt sources, including miscellaneous liquid storage tanks and truck loading activities. Williams proposes an increase the allowable malfunction emissions of VOC, from 5 tpy to 10 tpy; and a decrease in the permitted SSM emissions, from 34.2 tpy to 29.2 tpy of VOC, Noother changes to the permit are requested.
